In the Nenets Autonomous Okrug there was a raid of “Accessible Environment”

The Nenets District Organization of the All-Russian Society of the Disabled (VOI) conducted a raid in the Nenets Autonomous Okrug as part of the implementation of the federal program “Accessible Environment”

This time the representatives of the organization inspected three objects of the social infrastructure of Naryan-Mar. Among them – the Palace of Culture “Arktika”, the mayor’s office and the shopping center “Astor”.

In the Palace of Culture, at the entrance group in front of the stairs to the building, there is no call button for personnel. Also, it is not in the toilets equipped for the needs of the disabled on the first floor of the building. There is no responsible assistant for situational assistance and tactile guides for the movement of the visually impaired. For climbing the internal stairs within the framework of the “Accessible Environment”, the cultural institution purchased a step walker.

– According to recent studies, stair walkers are ineffective on a large number of flights of stairs. When descending, a high roll is also obtained, which is dangerous for moving in a wheelchair, – said Vitaly Khabarov, a representative of the VOI organization.

As a result of the raid, recommendations were issued to the cultural institution on carrying out additional work as part of updating the accessibility passport. Until October 20, the Arktika Palace of Culture must receive an accessibility certificate.

The city administration is recommended to install a call button closer to the ramp, as well as to lay a rubberized coating on the porch from the ramp to the entrance door to the city hall. Services within the framework of the “Accessible Environment” program are provided in the hall of the City Hall. It is impossible to fully equip the building in accordance with the requirements of the program due to the layout of the load-bearing columns and the many flights of stairs. In the near future, the city administration will also acquire an accessibility passport.

The Astor shopping center caused the most complaints among the disabled. It is equipped with a special elevator for wheelchair users, while last week such a disabled person could not get into the center due to a narrow doorway.

This problem has now been fixed, but a new one has emerged. In the area of ​​the lift for wheelchairs, teenagers began to store bicycles and backpacks. The owner of the shopping center himself ignored the notification of the district organization of the VOI of the disabled and did not appear at the meeting.

– As a result of the raid, we can say that the program is being implemented well. Heads of institutions respond and are ready to improve accessibility conditions for people with limited mobility. Only the new shopping center causes concern, I want entrepreneurs to also meet halfway and cooperate with us. From our side, we are ready to provide any assistance in improving the conditions of accessibility in the Nenets Autonomous District, – concluded the chairman of the district organization of the society, Nadezhda Kovalevskaya.

Recall that according to the state program “Accessible Environment” by 2025, 100% of objects must be adapted for visiting by persons with disabilities and other categories of people with limited mobility.

For objects that are already accessible (partially accessible) for people with disabilities and people with limited mobility, an accessibility passport is issued, information about such an object is entered into the map of each individual settlement.

An accessibility passport in the Nenets Autonomous Okrug can be issued at the district organization of the All-Russian Society of the Disabled. If the object of social infrastructure does not have an accessibility passport in accordance with Article 9.13 of the Code of Administrative Offenses, it entails the imposition of an administrative fine.
