Citizens subject to mobilization are not yet prohibited from leaving Russia. However, it is better for them not to go abroad for a long time now, said Andrei Kartapolov, chairman of the State Duma Committee on Defense, on Thursday, September 22.

The parliamentarian noted that the ban on leaving the country for reservists is spelled out “in the law on mobilization, but given that the mobilization is partial, this rule has not been activated yet.” At the same time, Kartapolov would not recommend “now traveling far and for a long time abroad, including those liable for military service.” He explained his position with the development of the international situation, in particular, recalling the Baltic republics and Poland, which banned Russians from entering their territory.

Kartapolov during an interview with a TV channel RBC recommended “to come to the military registration and enlistment office to which he is assigned, and clarify directly with regard to himself what is possible.”

On the morning of September 21, the President of the Russian Federation signed a decree on partial mobilization. Government coming soon develop a deferment document from partial mobilization. In particular, it can be obtained by Russians working in organizations of the military-industrial complex.
