The club of young voters will be created under the CEC of the Republic of Kazakhstan

ASTANA. KAZINFORM The club of young voters will be created under the Central Election Commission of the Republic of Kazakhstan, Kazinform reports with reference to press service CEC RK.

In accordance with paragraph 16-5) of Article 12 of the Constitutional Law of the Republic of Kazakhstan dated September 28, 1995 “On Elections in the Republic of Kazakhstan”, the Central Election Commission of the Republic of Kazakhstan decided to establish a Young Voters Club under the Central Election Commission of the Republic of Kazakhstan.

The resolution is put into effect from the moment of signing.

Position about the Young Voters Club under the Central Election Commission of the Republic of Kazakhstan

1. General Provisions

1. The Club of Young Voters under the Central Election Commission of the Republic of Kazakhstan (hereinafter referred to as the Club) is a consultative and advisory body under the Central Election Commission of the Republic of Kazakhstan (hereinafter referred to as the CEC RK).

This Regulation determines the procedure for the implementation of the Club’s activities.

2. In carrying out its activities, the Club interacts with the members and apparatus of the CEC of the Republic of Kazakhstan, as well as other bodies and organizations, citizens.

3. The Regulations on the Club are approved by the resolution of the CEC of the Republic of Kazakhstan.

2. Purpose and tasks of the Young Voters Club

4. The purpose of the creation of the Club is attracting the attention of young people to topical issues of the electoral process, increasing their electoral activity and legal culture.

5. The main tasks of the Club are:

1) identifying effective ways to improve the electoral culture of young voters;

2) development of modern approaches to explaining voting rights among young people;

3) consideration of topical issues of youth participation in the electoral process;

4) increasing the interest of young voters in the electoral process.

3. Composition and rights of members of the Young Voters Club

6. Club members can be young experts and scientists, representatives of regional youth resource centers, non-profit public associations, as well as government agencies (as agreed).

7. Members of the Club have equal rights when discussing issues included in the agenda of the Club’s meetings.

8. Members of the Club have the right to:

1) apply with proposals to the Chairman and members of the CEC of the Republic of Kazakhstan;

2) express their opinion in case of disagreement with other opinions of the Club members, which is subject to attachment to the minutes of the Club meeting.

4. Organization of the activities of the Club of Young Voters

9. The club carries out its activities in the form of meetings of various formats.

10. Club meetings are convened and held by the Chairman of the CEC of the Republic of Kazakhstan as needed, but at least twice a year.

11. The working body of the Club, which ensures its activities, office work and organization of the preparation of meetings, is the apparatus of the CEC of the Republic of Kazakhstan.

12. Working body:

1) carry out organizational work on the preparation and holding of meetings;

2) notify the Club members of the date and agenda of the next meeting no later than five working days before it is held;

3) keeps minutes during the meeting of the Club, including using audio and video recording tools.

5. Final provisions

13. Changes and additions to this Regulation are made by the Decree of the CEC of the Republic of Kazakhstan.

14. The activities of the Club are terminated by decision of the Chairman of the CEC of the Republic of Kazakhstan.
