Stay of foreigners in Kazakhstan under control – Migration Service of the Ministry of Internal Affairs

ASTANA. KAZINFORM – In connection with the concern over the increase in immigration of Russian citizens to Kazakhstan, the Migration Service Committee of the Ministry of Internal Affairs officially declares that it keeps the situation under control, Kazinform reports with reference to Polisia.kz.

“Kazakhstan has a fairly effective system of migration control, which is carried out on the basis of the Rules for the entry and stay of immigrants in the Republic of Kazakhstan, as well as their departure from the Republic of Kazakhstan and the Rules for the implementation of migration control. Legislation clearly regulates the procedure for the stay of foreigners in Kazakhstan. No foreign citizen has the right to stay on the territory of our state indefinitely, ignoring the requirements of migration legislation. The permitted period of stay of immigrants in the Republic of Kazakhstan for citizens of the member states of the Eurasian Economic Union, as a general rule, ends after 90 calendar days from the date of crossing the state border of the Republic of Kazakhstan.

Registration of immigrants is carried out internal affairs bodies on the basis of the information of the receiving persons, as well as the data of the National Security Committee, which are received in a timely manner from the checkpoints across the State Border of the Republic of Kazakhstan into a single database for recording the entry and exit of foreigners. According to statistics, this year about 4.3 million foreigners entered Kazakhstan, and 4.1 million left, including 1,660,000 citizens of the Russian Federation, and 1,640,000 left. Their temporary stay is taken into account, with complete information about each of them, passport data and dates of entry to control the stay. Migration processes are being monitored.

Internal affairs bodies monitor compliance by immigrants with established rules of stay. If the period of stay of a foreigner expires, the response measures provided for by law are taken in relation to him. In the course of control, 45.7 thousand violators of migration legislation were brought to administrative responsibility, of which 4.2 thousand were immediately forcibly expelled from Kazakhstan. At the same time, 3.2 thousand Russians were attracted for violating migration laws, which is only 0.2% of the number of citizens of the Russian Federation who entered the country. This demonstrates their certain discipline in Kazakhstan to comply with the terms of stay. Otherwise, forced expulsion from Kazakhstan provides for an additional sanction in the form of a ban on re-entry into our country for a period of 5 years.

Similarly, internal affairs bodies exercise control for compliance with the rules for the stay of foreigners in Kazakhstan on the basis of a temporary residence permit, the process of obtaining which is regulated. Upon receipt of a temporary residence permit, which, in cases provided for by law, gives a foreigner the right to stay in Kazakhstan for the term of an employment contract, for the period of study, treatment and other comprehensive grounds, the migration service has full information about the address of residence, the owner of the housing and foreigners living there, which allows ensure immigration control.

Any situation related to illegal border crossing, violation of the regulations for filing documents for registration in the country is suppressed in accordance with the legislation of the Republic of Kazakhstan. The Migration Service of the Ministry of Internal Affairs of the Republic of Kazakhstan is operating normally. Control over the observance of the law by foreigners, authorized state and law enforcement agencies is being carried out,” the acting director noted.
