Mexico’s peace plan is disdained at the UN – El Sol de México

The peace proposal proposed by Mexico for the conflict between Russia and Ukraine was not adopted by any nation during the UN Security Council or by the United Nations General Assembly.

During his speech at the Security Council, Foreign Minister Marcelo Ebrard presented President Andrés Manuel López Obrador’s pacification plan as part of an effort to reach peace diplomatically.

However, no member country of the Council reacted to the plan presented by the Secretary of Foreign Affairs, instead each one put forward a proposal to achieve a pacification of the conflict between Russia and Ukraine.

Later, during his speech before the United Nations General Assembly, Ebrard announced that Mexico will continue with the necessary consultations to achieve the proposal’s adoption.

“We are going to continue with the necessary consultations with the sole purpose of being able to contribute as an impartial actor and in good faith to generate the highest possible support for the efforts and good offices of Antonio Guterres and the causus whose conformation proceeds with the participation of the states. members of the UN”, said the foreign minister from the highest rostrum of the United Nations.

In a change of tone regarding Mexico’s position on the conflict, Ebrard demanded that those responsible for war crimes between Russia and Ukraine be brought to international justice.

Despite the fact that Mexico refused to join the international sanctions filed against the Russian nation, the also head of the Ministry of Foreign Affairs (SRE) called for those responsible for the conflict in the confines of Europe to be brought to justice.

During the day, the Mexican foreign minister held a meeting with the Ukrainian Foreign Minister Dmytro Kuleba and, separately, with the Indian foreign minister, Subrahmanyam Jaishankar, representatives of two nations linked to his peace plan.

“Since the beginning of hostilities, Mexico has insisted on seeking a diplomatic solution of a ceasefire. This requires the political will of the parties and the commitment of the international community”, said Foreign Minister Ebrard.

Regarding the proposal, Lila Abed, Deputy Director of the Mexico Institute at the Wilson Center, said that it comes at a bad time due to recent events, such as Vladimir Putin’s announcement that he would mobilize 300,000 troops to participate in the war against Ukraine.

“I believe that recent events do not allow this peace plan to prosper in the Security Council, despite the fact that Mexico is a non-permanent member and I do not believe that it will have a fruitful response within the General Assembly,” said the specialist.

Abed added that the West is also increasing sanctions against Russia and is on alert for the possible use of nuclear weapons. “A peace plan like the one Mexico is presenting at the moment does not reflect or have an echo on a global level.”

The Mexican foreign minister insisted that, given the paralysis of the Security Council in the armed conflict, unleashed last February, a delegation should be formed made up of the Prime Minister of India, Narendra Modi, the Secretary General of the United Nations Organization, Antonio Guterres and Pope Francis, to encourage and accompany the efforts of the United Nations to restore trust between Russia and Ukraine and end the conflict.

“Given the paralysis of the Security Council, we must all offer a complementary diplomatic channel to the existing ones to interact with the parties in conflict with a view to reducing tensions and channeling the indispensable mediation,” Ebrard said.

He added that the proposal had already been shared in recent days with Secretary Guterres, as well as with the delegations of India and the Holy See.

The head of Mexican diplomacy reproached that the Security Council has not been able to comply with the mandate conferred by the Charter of the United Nations by not being able to prevent the war nor has it been able to take the measures that put a stop to the armed action.

During his speech, he reiterated that the UN continues to be a unique tool of the international community for the peaceful resolution of disputes.

Russian President Vladimir Putin “cannot get away with it,” said the head of US diplomacy in the Security Council, in which his Russian counterpart, Sergei Lavrov, alone and cornered, refuted the accusations.

Lavrov, with whom Blinken has refused to meet since the February 24 invasion, and who did not even sit at the Council table when his counterparts spoke, preferring to leave a junior in his place and leave the room when he gave his speech, refuted the Western accusations and blamed the government in kyiv, which he accused of being “Russophobic”.

The Ukrainian foreign minister, Dmytro Kuleba, confronted his Russian counterpart and told him that “they will never win this war”. “Today every Ukrainian is a weapon ready to defend Ukraine,” he stressed.

France, the current president of the Security Council, called this meeting to demand that Russia be held accountable.
