It was decided to raise tariffs for housing and communal services seven months ahead of schedule (September 23, 2022)

The Government of the Russian Federation has decided to index housing and communal services tariffs for the population not from July 1, 2023, but from December 1 of the current year. According to the press service of the Ministry of Economic Development, in 2023 indexation will not be carried out at all, and the next one will happen only on July 1, 2024. This year, tariffs have already been indexed by an average of 4% in Russia. Since December, the rise in prices for water and heat supply, electricity, gas and waste disposal, according to the authorities, should not exceed 9%.

“The government is postponing the indexation of tariffs for gas, electricity transmission, water and heat supply from July 1, 2023 to December 1, 2022. Due to this decision, tariff indexation will not be carried out for more than a year and a half. The next indexation will take place only on July 1, 2024,” the press service said.

The ministry explained the postponement of indexation by the need to “ensure the uninterrupted operation and development of the housing and communal services infrastructure throughout the country, maintaining the provision of high-quality housing and communal services for the population.” The increase in tariffs also, in their opinion, will contribute to the renewal of heating mains, water pipes and other housing and communal services.

The Ministry of Economic Development calculated that after indexation, the average monthly payment for a family of three will increase by 324 rubles. At the same time, it is emphasized that the final decision on the level of indexation of tariffs will be made by the authorities of the regions.
