About 55 thousand children with special needs study in schools of the Republic of Kazakhstan

ASTANA. KAZINFORM The number of students with special educational needs (SEN) has increased in the country’s schools in the new academic year, Kazinform reports with reference to the press service of the Ministry of Education.

If in the 2021-2022 academic year more than 49 thousand special children studied in inclusive classes, then this year there are already about 55 thousand. This becomes possible thanks to the creation of special conditions in schools and the development and adoption of new regulatory legal acts.

“The head of state in his Address noted that education should be accessible and inclusive. Conditions for the education of special children are created in general education schools. Ramps, tactile paths, special handrails and other devices have been installed for unhindered access of special children to the educational institution. The position of teacher-assistant has been introduced in schools. Teaching assistants help children with special needs to adapt to the organization of education. Along with this, the state standard provides for variability and flexibility of curricula and programs. They are adapted taking into account the individual characteristics of a child with special educational needs,” said Aigerim Kuderinova, director of the National Scientific and Practical Center for the Development of Special and Inclusive Education.

At the same time, amendments have been made to the Law “On Education”, in accordance with which the category of children with special educational needs has been expanded. These include children who experience difficulties in learning due to various economic (children from low-income, single-parent families), social reasons (migrants, candases, etc.) and for health reasons.

In addition, the competence of local executive bodies includes a provision for providing special conditions for children with special educational needs to receive education. The responsibility of the head of an educational organization for violating the admission rules and not creating special conditions for the upbringing and education of children with special educational needs has been strengthened.
