In the Russian Federation, the law “On mobilization training and mobilization in the Russian Federation” is in force, the movements of citizens during mobilization are regulated by part two of Article 21, it says that citizens “registered in the military, from the moment mobilization is announced, are prohibited from leaving their place of residence without permission military commissariats, federal executive bodies that have a reserve. And this applies not only to trips to foreign countries, but also to trips to other regions of the country.

“Based on the information that we have at the moment, if you have not received a summons, then you can go on trips. We do not have information about any restrictive regulations at the federal level. Also, on the advice of the head of the committee State Duma for defense, for clarifications, you can contact the military registration and enlistment office to which you are assigned.

Who is not eligible for partial mobilization

Since the announcement of partial mobilization in the country, new clarifications have begun to appear from the departments responsible for this. So, Ministry of Defense of the Russian Federation explained which categories of citizens are not subject to partial mobilization. These include:

  • Employees of accredited organizations involved in the development, development, implementation, maintenance and operation of solutions in the field of information technology and ensuring the functioning of information infrastructure;
  • Employees of Russian telecom operators involved in ensuring the stability, security and integrity of the operation of communication facilities, data processing centers, as well as public communication facilities and lines;
  • Employees of the editorial offices of the media, which are backbone;
  • Employees of organizations that ensure the stability of the national payment system and financial market infrastructure.

As stated in the Ministry of Defense of the Russian Federation:

“The basis for exemption from the involvement of citizens in military service for mobilization will be considered the lists of citizens submitted by the heads of the relevant organizations in the prescribed form in General Staff of the RF Armed Forces”.

Also, according to Article 18 of the Federal Law of February 26, 1997 No. 31-FZ, a deferment from military service for mobilization will be received by:

  • temporarily unfit for military service for health reasons – for up to six months;
  • citizens who constantly take care of their father, mother, wife, husband, brother, sister, grandfather, grandmother or adoptive parent, who, for health reasons, need outside permanent care based on the conclusion of a medical and social examination, or who are disabled people of group I, with the absence of other persons obliged by law to support them;
  • guardians or trustees of a minor brother or a minor sister in the absence of other persons obliged by law to support them;
  • citizens who have four or more children under the age of 16 as dependents or who are raising one or more children under the age of 16 without a mother;
  • women who have one or more children under the age of 16;
  • pregnant women, if the gestational age is at least 22 weeks;
  • fathers with three or more dependent children under the age of 16 and a wife who is at least 22 weeks pregnant;
  • single mothers with four or more children under the age of eight;
  • members Federation Council and members of the State Duma.
